Amai Mask isn't human?

Somehow, I don't think that Amai Mask is a human. I think he is actually a mysterious being in disguise because his eyes can become red when he's very angry, and he doesn't particularly like heroes nor monsters. Maybe he's just on no sides in the show like Speed of Sound Sonic? Comment if you agree.
